Grants
In 2012, the Department of Planning & Zoning closed out 2 grants that were awarded in 2011: 1) the Dearborn Community
Foundation (DCF) grant for a speed trailer; and 2) the Dearborn Community Foundation (DCF) grant for animal control safety
equipment and vehicle modifications. Additionally, staff moved forward with data collection and administrative efforts related to
another grant awarded in 2011 for the Dearborn County Fire and EMS Study. The St. Leon Community Park grant application was
the staff's only new grant project for 2012.
St. Leon Community Park
In the Spring of 2012, the Planning & Zoning staff prepared a grant application to the Dearborn Community Foundation (DCF)
to provide $79,915 of funding towards the establishment of the St. Leon Community Park--
located off of St. Joe Drive in the
Town of St. Leon
. As outlined in County staff's successful application, there were no existing parks or recreation areas within
5 miles of this portion of Dearborn County. The first phase of the Park improvements--which focused on the construction of a
1/2 mile long, 8-foot wide multi-use trail and a .15-acre playground--started in the Fall of 2012 and was completed by
mid-December. In 2013, the Town of St. Leon aims to construct a new parking area for the Park as well as add some
landscaping, benches, and other residual improvements.

Special Studies / Projects
Fire & EMS Study
In the spring of 2012, the second report related to the County's Fire & EMS Study was released. The data contained
in the Existing Conditions analysis was gathered from individual fire and EMS units, the County Auditor's Office,
and the County's 911 dispatch personnel. Upon further review of the data presented within this report--and following
the 2012 general election--Dearborn County's new Commissioners have decided to move forward with this project
with a changed scope / focus. The next steps of this Study are expected to take place in the Spring of 2013. For

Fiscal Impact Analysis Model (FIAM)
Since 2007, Dearborn County has been collaborating with the Ohio Kentucky Indiana (OKI) Regional Council of
Governments to create and utilize a Fiscal Impact Analysis Model (FIAM)--a tool that is anticipated to become a part
of the local development review process and will enable decision makers to more accurately forecast a project’s impact
to the community’s infrastructure, services, and tax situation.
In 2012, the Planning & Zoning staff worked with OKI to update some information specific to Dearborn County in this
model, including the supply of new GIS parcel data and current budget information. For more information about the
