Dearborn County retains a diverse mixture of agriculture and industrial enterprises. Its architecture is equally diverse with styles ranging from the Federal and Greek Revival of the early decades of the Nineteenth Century to the Queen Anne and Bungalow of the early Twentieth. Many structures are architecturally and historically significant to Dearborn County and the State of Indiana, and while some are being saved and restored, many still provide great potential for preservation and reuse.

Circuit Court

The Circuit Court serves Dearborn and Ohio Counties under Judge F. Aaron Negangard and Magistrate Kimberly A. Schmaltz. The Dearborn Circuit Court is located on the second floor of the historic Dearborn County Courthouse, 165 Mary Street, Lawrenceburg, Indiana.

Circuit Court has exclusive jurisdiction in all probate matters, including estates, guardianships, adoptions, and trusts. Circuit Court also has exclusive jurisdiction over all juvenile matters including child in need of services cases.

Other types of cases the Circuit Court handles include civil cases involving more than $10,000 and major felony cases (Class C and above). The Juvenile Court maintains the Redirect Program to provide intensive services and supervision to youth. The Dearborn County Juvenile Center is also under the Dearborn Circuit Court jurisdiction.

The Circuit Court has established the Dearborn-Ohio County Child Advocate Program to help provide a voice to children involved in the Court system. For more information regarding this program call (812)537-8741 or access the program website at http://www.voiceofachild.net.

Animal Control

The mission of the Dearborn County Department of Animal Control is to assure the safety and well-being of the county's citizens and animals by: 

  1. Maintaining full compliance with local and state laws concerning the proper licensing and control of animals; and

  2. Promoting the humane treatment of animals and responsible pet ownership.  Animal Control protects animals from cruelty, neglect, carelessness, ignorance and irresponsibility.

EMERGENCY PREPAREDNESS

Plan. Prepare. Respond.

Dearborn County Health Department Emergency Preparedness assists entities, Healthcare Providers, and Dearborn County residents to respond to & recover from all hazard incidents by identifying, developing, refining then executing plans in a timely manner. 

In Dearborn County Health Department, we have been steadily working to increase our capacity to respond to emergencies by strengthening on-going partnerships and creating new ones. The Public Health Emergency Preparedness (PHEP) cooperative agreement from the Centers for Disease Control and Prevention (CDC) is administered to the 93 local health departments throughout Indiana. A developed 15 Public Health Preparedness Capabilities list is used to assist state & local public health partners in identifying gaps in preparedness, determining the specific jurisdictional priorities, and developing plans for building/sustaining capabilities.

Court Services

We shall provide community safety by reducing repetitive criminal behavior through Evidence Based Practices.

In 2013 Dearborn County Superior Courts Probation merged with our local Community Corrections Department, Southeast Regional Community Corrections, to implement a unified Court Services Department.  Through a unified Court Services, the community can be served more effectively and efficiently to promote rehabilitation of offenders through evidence based programs, community service and appropriate supervision.   

Court Services is comprised of two departments, Dearborn County Superior Courts Probation and Southeast Regional Community Corrections.  Each department plays an integral role in the supervision and rehabilitation of offenders in our community with the end goal of promoting community safety.  Superior Courts Probation and Community Corrections are both governed by the local courts and are tasked with holding offenders accountable to compliance with orders of the courts and supervision rules.  

The Dearborn County Superior Courts Probation Department serves Dearborn County Superior Courts I and II.  The Chief Probation Officer, Steve Kelly, of Superior Courts Probation also serves as the Director of Southeast Regional Community Corrections.  Southeast Regional Community Corrections serves Dearborn/Ohio County Circuit Courts, Dearborn Superior Courts and Switzerland Circuit Court through collaboration with their respective Probation Departments and is guided by a local Board or Directors.

Mission Statement

It is my goal, as your Auditor, to consistently provide professional and courteous service to the public in a timely manner.  Also to manage the Auditor's Office as a partner with other independently elected County offices and with the County Council and Commissioners to achieve their County wide goals. In this office, we are committed to providing accurate accounting, reporting, and auditing services to citizens and governmental taxing units in accordance with federal, state, and local laws in an efficient and cost effective manner.

Also to manage the Human Resources division of the Auditor's Office so that individual employees achieve personal and professional satisfaction within the work place and are encouraged to grow and develop professionally and personally.  

About the Auditor’s Office

The Auditor is the Chief Financial Officer of the County. The staff is responsible for handling all receipts and disbursements of county funds, creating financial statements for the County, completing annual reports for review by the State Board of Accounts, and processing payroll for over 339 county employees.

Additionally, the office handles all transfers of ownership of real property, maintains property boundary information in conjunction with the County GIS system, calculates property tax for all real, personal, mobile home, special assessment records, controls distributions of tax collections, special assessments, and special revenue collections for all units of government within Dearborn County, including the Cities of Aurora, Greendale, Lawrenceburg, and all three school districts.

The Auditor also serves as the Secretary to County Council. The Auditor maintains all budgets, salary ordinances, additional appropriations, transfers, and abatement applications as well as the minutes of all County Council proceedings. 

The Auditor serves as the Secretary to the Board of County Commissioners.  The proceedings and determinations of the Board shall be recorded in a book, and books, accounts, vouchers, papers and documents, touching business or property of the County shall be carefully kept by the Auditor.

The Auditor serves as the Treasurer of the Dearborn County Redevelopment Board and retains all financial reports thereof.

Information Regarding Business Personal Property Tax

Please contact our office at (812)-537-8809, if you didn’t receive your personal property tax bill and you believe that you should have. We have a drop box at the base of the steps of the front entrance of the courthouse labeled Assessor's for everyone's convenience. You can also fax or email your documents as well. Form 104's must be filled out this year as well. We will mail out forms on February 23, 2024, if you do not receive them you can access the forms at https://www.in.gov/dlgf/4971.htm  

Business Personal Property Tax Forms are due no later than May 15, 2024.

The State has implemented an online system to submit personal property forms, called PPOP-IN. This system can be found at https://www.in.gov/dlgf/7576.htm

INFORMATION REGARDING RECENT ASSESSMENTS

As many have noticed, some assessments in Dearborn County have increased in value.  While many factors affect the assessments of your home, the primary reason for increase in values is due to the real estate market of 2023. This value increase is not necessarily due to home improvements but may be if there has been remodeling or additions.

The Assessor's office utilizes the Mass Appraisal Method. This involves conjunctively
looking at several properties within an area while taking into consideration the age, condition, and grade of the structure.  We then use this data to determine whether the value of a property should change to match the market value of the recent sales. Finally, we submit this comparison of sales and assessed values to the Department of Local Government Finance for review. The DLGF determines whether the ratio study that was submitted is just and fair to all property owners. Once approved by the DLGF, the county can roll the new values.

Some may feel that the assessed value is higher than the market value of their property. As a taxpayer you have the right to file an appeal. The necessary forms to file an appeal with the Dearborn County Assessor can be found on the DLGF website at https://www.in.gov/dlgf/8516.htm or follow the direct links below:

PUBLIC NOTICE

The Dearborn County Assessor would like to inform property taxpayers that the Notice of Assessment of Land and Structures / Improvements (Form11) for 2024 pay 2025 will be  mailed out on Friday April 26, 2024.

These forms have been sent to the property owner listed on file January 01, 2024. If a property has been purchased after January 01, 2024, the new owner may come to the Assessor’s Office to obtain a current property record card for their property.

This will inform the new property owner of the updated property assessment.

Situated in the Greater Cincinnati metropolitan area, Dearborn County consists of 14 political townships and 7 cities and towns: Lawrenceburg, Greendale, Aurora, Dillsboro, Moores Hill, St. Leon and West Harrison. Our home service area consists of 50,000 people and offers area attractions such as Hollywood Casino, Perfect North Slopes, Lawrenceburg Speedway, Hillforest Museum, the Dearborn Trails along the Ohio River, and 4 golf courses. Major arterial roads include Interstate 74, Interstate 275, U.S. 50, U.S. 52, and eight State Roads. Coroner's Office

Mission Statement

The mission of the Dearborn County Coroner Department is to serve the citizens and visitors of Dearborn County by conducting thorough Medicolegal Death Investigations with compassion and specialized expertise.

Overview

The Dearborn County Coroner Department is an investigative unit responsible for carrying out the statutory duties of the Coroner. Those duties include investigation into the circumstances surrounding all deaths falling within the Coroner's Jurisdiction for the purpose of determining the identity of the deceased, the medical cause of death, the manner of death, and the date and time of death. Medicolegal death investigations are conducted countywide on all homicides, suicides, accidents, suspicious and unexplained deaths. Other duties include notifying the next of kin, safeguarding personal property, collection of evidence, and completion of mandatory records and documents.

The Coroner’s Department is also proactive in the community, participating in programs geared towards preventing drunk driving and drug use; domestic violence, child abuse and elder abuse; and providing educational services for all public service professionals.

Other contributions to the community include cooperative relationships with non-profit organ and tissue procurement agency to enhance the quality of life and save lives.
