Dearborn County, with administrative oversight from The Indiana Department of Transportation (INDOT) has developed preliminary plans for the proposed Dearborn County Bridge #33 Bridge Replacement project, located approximately 0.05 mile west of the intersection of Union Ridge Road and North Hogan Road in Dearborn County, Indiana. The project area extends along North Hogan Road from approximately 198 feet west to approximately 148 feet east from the center of Dearborn County Bridge #33.
The need for the project is evidenced by the deteriorating condition of the existing bridge that carries North Hogan Road over Little Hogan Creek including section loss of the bridge deck and deterioration of the superstructure. The purpose of the project is to provide a crossing over Little Hogan Creek that meets the condition ratings of at least a 7 (good) out of 9 (excellent) for the bridge deck, wearing surface, superstructure, and substructure.
The project proposes to replace the existing bridge with a new structure. The proposed bridge replacement includes a 3-span, composite continuous pre-stressed concrete beam bridge. The existing bridge alignment is expected to be closely maintained. The roadway grade will be unchanged. Limited portions of North Hogan Road and Union Ridge Road will be reconstructed as necessary to tie into the new structure. Riprap will be placed along the side slopes for scour protection purposes as needed.
The proposed construction of this project will require approximately 0.60 acre of new permanent right-of-way and 0.10 acre of temporary right-of-way. No relocations are anticipated as a result of the project.
The maintenance of traffic (MOT) plan proposes a full closure of North Hogan Road at Dearborn County Bridge #33 with an official state route detour utilizing Possum Ridge Road, SR 48, Union Ridge Road, and North Hogan Road for a total of 17 miles. The MOT will remain in place for approximately two months during construction. Local roads may be used by local traffic. Access to all properties will be maintained throughout construction. School corporations and emergency services will be notified of closures prior to construction. The proposed start of construction is Fall 2024.
The cost associated with this project is approximately $2,110,650 which includes preliminary engineering, right-of-way, construction with both federal and state funds anticipated to be used. The Federal Highway Administration (FHWA) and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document.
